If I understand correctly, when you refer to anti-social media, I believe you mean spam, being packaged and sold as Social Media Optimization.

The data that you have given here isn't very surprising because most of these so called Social Media Optimizers (SMOs) are SEO guys, who have mostly worked on Link Building campaign for foreign SEO companies/professionals.

These so called SMOs don't get the bottomline that social media is about creating brand conversations and not about link building.

Further Delhi is the hub of the Indian SEO Industry(read: link builders), so it isn't a surprise that it also tops such a list.
